My bird has a closed metal ring on leg it reads 304V what does this mean

This would just be the numbering system the breeder used. Bird bands can be ordered from a number of different companies, and there is no central database, so there is no easy way to find out anything about what is on the leg band. Once a bird is an adult, there is no way to determine his age, other than an elderly bird that might be exhibiting age related conditions.
