My 20 year old cockatiel seems to be in a constant molt. He has lots of feathers with their sheaths still in tact on his tail. This has been going on for a few months. He lets me preen him some as it must be irrating to him. He is not as active as he once was but still eats well.

This could be nutrition related or possibly the environment. But also, older birds can get to the point that it is not as easy to groom themselves. You can continue to gently remove the sheaths and this will be quite a relief for him. We do have a senior bird diet that may help him – Senior Bird Nutri-Berries.
