My parrot’s foot has accidentally got twisted.

He is alexanderine parrot, his leg got twisted may be it got sprained or fractured I don’t know how to identify, he is not putting his leg on floor, he left eating and also his poop is of black colour with white watery urine. What should I do, I want to know if he is ok or it’s an emergency.
