What do I do?
When I go near my bird or put my hand in its cage it flaps about and flies away when I go near it

You didn’t mention what species of bird you have? Birds do not like to be grabbed because this is what a predator would do in the wild. If you are trying to tame the bird, you need to read some articles on taming. If the bird was not hand fed, then it will be harder to tame.
