The first thing you need to do is remove the nest box. Your male is just now old enough to breed and the female should be at least 2 years old. The main issue here is probably that both birds are too young and the male sounds like he is still immature. You need to wait until they are mating before you give them a nest box again. I would wait for at least 6 months before giving them a box again. And then, only if they have started to mate. Otherwise your hen is going to wear herself out laying infertile eggs and won’t be a good breeder by the time she and the male are actually old enough and mature enough for breeding. Captive birds become sexually mature at a very young age compared to wild birds, but they are simply not ready for breeding. Let these birds get older, mature some, and start mating and then try the nest box again.
