my budgie is struggling to fly

Hello. I have had him for a few years now but I just noticed he is struggling to fly. He was at the bottom of his cage and could get close to a foot off of the ground but he couldn’t make it to his perch. I have also noticed his chest is a little puffed out more than usual. Do you know what is going on with him?

Unfortunately it sounds like he is sick and needs to be taken to an Avian Vet as soon as possible.
