Adopted a 17 yr old cockatiel

I’m the 4th home for a 17 yr old cockatiel. He won’t let me touch him which an issue getting him into his traveling cage. He seems to like us. He preens a lot, comes to the side of the cage when I put my face up to it and squawks loudly if I leave the room without bringing his cage with me. Is it possible I will never be able to handle him?

It sounds like he is socialized at least. He may just need time to settle in and learn to trust you. Be patient with him and don’t try to rush anything. I would recommend that you read our pages on behavior and training so you can better understand how to work with him.
