Parakeet question

Hello my parakeet not sure if it’s a female or male but the part above the beak is brown kind of black and very dry and thick what’s wrong and that can I do to help? It has no problems breathing.

Most likely this is a female that is in breeding condition. Female budgies that are hormonal will develop a thick, crusty cere that is often brown to dark brown. However, black coloration could indicate an injury of some type. If you are concerned, you should take your bird to an avian vet.
