Are you certain the male is old enough? Lovebirds should be about 2 years old before you let them breed. They are capable of breeding at a younger age, but they tend to make a lot of mistakes and the female is at a higher risk if becoming egg bound and dying. If your male is a lot younger than the female, she might not view him as a suitable mate. And some birds aren’t compatible and won’t bond as mates. You mentioned she keeps laying eggs. It’s very hard on the female to lay eggs – it takes a lot of calcium and protein to form each egg. So a female or a pair should be rested for 6 months in between each clutch, whether the eggs have hatched or now. I would suggest separating the birds for now. Remove the nest box, and rest the female for 6 months. After 6 months, put the birds in the same cage again, but do not give them a nest box yet. If the birds get along, and you see them mating, then give them a nest box. If they do not show interest and will not mate, then it sounds like they are not that interested in each other and you need to find different mates for each bird.
