Can a nail cover be glued back on to the nail, that the parrot has bitten off ?

No, this should not be done. If just the nail is missing, it should grow back. If it doesn’t, then the bird will be short a toenail. If this is an injury that left the vein exposed, you need to take the bird to an avian vet for treatment and pain medication.
