My cockatiel never wants to come out of her cage. every time I put my hand in she squeaks and flaps her wings. do you know why?

It sounds like you have not earned her trust. You need to have a better understanding of bird behavior so that you can work with her. If she was not hand raised, you have your work cut out for you. If she was hand raised and just not handled or socialized, she should be easier to work with, but it’s still a slow process. I’ll give you the links to our behavior and training articles to help you.
