extra feathers on my budgie’s tail.

Hi,

I can send you a picture of what I am going to attempt to explain because I’m sure my explanation is bad.

My budgie has started displaying new feathers that I’ve never noticed before, his tail feathers stick out near the bottom of his body at about the point his tail starts.
He resembles a fighter jet from a sci fi film when he does this.

what are these feathers?
