My Meyer Parrot has scales on his feet. What can I apply to alleviate/mend this condition?

Parrots have dry, scaly feet. If you think his feet have an abnormal amount of scaling or flaking, it is best to take him to an Avian Vet to see what the problem is. It could be a nutritional deficiency of some kind or another issue. It’s never a good idea to treat your parrot for a symptom when you do not know the cause. If you use any type of oil, it can get on the feathers and cause problems for him. Your best option is a Vet visit.
