Hi Terry,
The goal is ultimately to the bird volunteer to put its head through the harness opening. This is not a natural thing for a bird to do. So desensitizing them to the harness itself by the bird being able to touch and explore it and the behavior needs to be shaped to get their heads through the tiny opening. I understand the Aviator harness comes with a CD to explain how to utilize it. In order to guide you correctly, I would need to watch via skype or other to see where the issue would be.
