Is it OK the have indian ringnecks play together not housed together.

Can a female and female indian ringneck play together or is it better to have a male and female play together? Not housed together

Birds of the same species can usually get along outside of their cages. If they are pets, then you definitely want to keep them in separate cages, but can try allowing them to interact outside of the cage.
