Lutino cockatiel sick

My lutino cockatiel is making some sound and his feathers near his face are gone. It’s sound like when we smack our tounge on the roof of the mouth

These are signs of a respiratory infection which can be very serious if not treated right away. He needs to be seen by an Avian Vet as soon as possible.
