This is hormonal behavior and the bird is trying to mate with you. I’m not sure how old your females are, but they may not be mature yet so they aren’t receptive to him. Or he may be too bonded with you since he is treating you like a mate. It’s best to discourage this by removing him from you head when he does this. If he does this on you or an object, distract him with a toy or just by moving him. When you pet him, you should only pet his head and neck and avoid petting him on his body. If your parakeets are all in one cage, you should have an even number of birds. If you have an odd bird out, it can get bullied. Do not ever give them anything they can use as a nest – no nest, boxes, coconut shells, bird huts or tents. If any of the females in a group cage try to nest, they will get very aggressive and may kill other females or the male. If you only have the one male and several females, it is very important that you not let them try to nest anywhere, or you are going to end up with fighting and even birds killing each other. From the way the females are reacting to the male, it is probably best to keep him separated from them.
