My budgie is tamed but he doesn’t eat treat from my hand ?and olso if he don’t have treat I can’t train him

Pet birds learn from positive reinforcement, but that can be treats or attention. Many birds just like to be praised and given positive attention. If your budgie doesn’t enjoy treats from you, try telling him he is a good bird and giving him extra attention.
