Is this a hand raised bird that was already tame? If not and you are trying to tame him, this will take some time. Either way, you are not going to make much progress as long as he can fly away from you. I would recommend having a professional trim his wings so you can work with him. Either the breeder or pet store where you got him should be able to do this, or you can take him to an Avian Vet.
I will give you a link where you can find some articles that should help you understand him and how to work with him. He may need a little more time to settle in. Normally you don’t want to start working with a bird right away. You have only had him for two weeks and I don’t know when you started trying to handle him, but it may have been too soon for him. These links should help you but remember to be patient and understand this will not happen overnight.
