Hi,
It’s important to understand that budgies are prey animals, so when you reach for them they feel like a predator is trying to get them. Never grab them from behind. It takes a lot of time to gain a bird’s trust, and it is harder to tame a bird when it has a mate. Typically a bird with a mate is only interested in their mate. They have no reason to have a human as a companion. As long as two birds share a cage, what you can do as far as taming will probably be limited. You may not be able to do more than gain their trust. It is unlikely they will want to be handled or touched. It’s best to start out with a single young bird. But don’t give up. I’ll give you the links to our pages on behavior and taming, and that should give you a better understanding of how to work with them. Progress will be slow – don’t expect huge changes over night. But be consistent with them, and maybe they will interact with you eventually.
