Hi Mark,
This is a big NO. Lovebirds are a fairly aggressive species with a much more powerful beak than a budgie. Even in a large aviary, the lovebirds would be very likely to attack and kill the budgies. These birds come from different continents in the wild and were never intended to co-exist. In general, it isn’t a good idea to mix different parrot species, and definitely not when there is a size difference.
